Chong comments on America's National Cyber Security
Division, and what role Canada should play

We asked Michael with regards to
the BBC News report that a U.S. Department of Homeland Security
internal memo described cyber terrorism as one of America's top five
security threats. A new unit within the Department of Homeland
Security, the National Cyber Security Division, was created
explicitly for the purpose of tackling net security in an attempt to
address the criticisms that the U.S. government has NOT done a good
enough job in preventing future cyber terrorist attacks. Although no
such attack has ever been logged, and some say it’s American
political fear mongering, as someone trained in the IT industry we
felt it was important to ask Mr. Chong if he felt North Americans
are under any real threat, and if so, what role do you feel the
government should play in protecting those networks?
He responded,
typically IT technology tends to be satellite networks which can
serve independently with either options or the capability to form or
join wide area networks. When one goes down, it doesn’t always
adversely affect the others. North America’s IT technology already
survived a terrorist attack when terrorist targeted the twin towers
in New York, yet our IT infrastructures were, for the most part,
unaffected. The real threat to our IT networks are, individual
terrorist, often termed as hackers. The only role government needs
to play is - developing laws aimed at protecting those networks,
then following through by prosecuting those who break the law.
