The Halton Herald reopened the issue of fair and unbiased
dissemination practices of the town's public media released information with
the Town of Halton Hills new CAO, Dennis Perlin.
Mr. Perlin checked into the
issue and informed The Halton Herald administrator, Al Kirouac, that
during ex-CAO Bob Austin's reign, council had adopted a resolution
that directed staff to exclude The Halton
Herald from receiving any further public released media information
from the various Town departments to specific news Medias, while
excluding others who have been requesting the information formally
since April 2005.
Mr. Perlin, who is also a
Lawyer, readdressed the practices of staff and has since
directed that ALL media releases emanating from
the Corporation itself, or any Departments
of the Corporation, including Fire,
be posted to the Town's Website Home Page under
"Press Releases-News at the Town" as soon as they are released.
Mr. Perlin has also had the
issue of fair and unbiased dissemination practices recently brought
up at the November 28 council meeting in an in-camera session, were
council was given legal advise with regards to its resolution and
mandated practices. Upon receipt
of 'that'
legal advice, Council deferred
consideration of The Herald's request
to receive the information in conjunction and concurrent with other
media's who are currently receiving the public information from town.
Council has deferred its decision until
meeting on Dec.12th, to allow them
time to reflect on the advice received.
The Halton Herald.ca contends; releasing the information to
other newsgroups while excluding the Herald, puts the Herald
newsgroup at a disadvantage which could be construed as an attempt
to deliberately engage in practices to injure and disadvantage our
news publication. Herald administrator's have filed an FOI
application with the Town to disclose who was/is behind the mandate to
infringe upon our Charter of Rights, guaranteed under the
constitution.
